Gaining a broad range of experience throughout his long military career, Quill was placed in various leadership and management roles while working with US and foreign government inter-agency organizations and industries. Quill served on active duty in the US Army for 30 years in multiple positions requiring mission critical communications and information management solutions.

Prior to Obera, Quill served as Director of Business Development, Technical Services for Inmarsat Government. Previously, Quill worked as the Chief Information Officer/G6 for the US Army North and Fifth Army. As CIO, Quill was responsible for developing and employing no-fail C4IRS capabilities for DoD’s Title X Land Component Forces response in defense of the Continental United States and its Territories.

Other key assignments and positions held in recent years include: Chief – NATO Communications and Information Systems Management Division (NCSA) SHAPE Belgium, Deputy Chief – Joint Contact Team US Embassy Skopje, Macedonia and Deputy Brigade Commander – 1st Signal Brigade Yongsan Seoul, Korea. Additionally, Quill commanded an Airborne Signal Battalion at Fort Bragg and served as CIO in multiple US Special Operations organizations.

Quill earned his Bachelor of Arts in Political Science from North Carolina A&T State University. His graduate degrees include a Master of Science in Strategic Studies from US Army War College and Master of Science in Business Management from Saint Mary University.
