Communication Maintenance Center Radio Spare Parts

Tajikistan

Obera was awarded a purchase order to procure and deliver Harris radio spare parts, including ITAR restricted items to support USCENTCOM partner nation capacity building initiatives. Obera utilized its proven ITAR process to coordinate with the Department of State Directorate of Defense Trade Controls to secure export licensing. Additionally, the purchase order included the procurement, installation and configuration of Codan test equipment for future maintenance capability and training. Obera coordinated with Australia’s Defence Export Control Office (DECO) to ensure the Codan equipment met international export compliance regulations.

Anti-Terrorism Assistance Program Training and Support Equipment for U.S. Embassy Nairobi

Nairobi, Kenya

Obera executed multiple purchases orders supporting the U.S. Department of State Anti-Terrorism Assistance Program requirements to provide the following materials to the US Embassy Nairobi:

USAFRICOM Counternarcotics and Law Enforcement Training Support Equipment

Nigeria

Under the Counter Narcoterrorism Program Office (CNTPO), Obera provided training support equipment to the Nigerian Drug and Law Enforcement Agency (NDLEA) for a year-long, multi-event program. Items include simulation weapons, training aids, ballistic helmets, shields, batons, gas masks and individual uniform items.

Border Outpost Communications Equipment Installation and System Integration

Tajikistan

Taj Border Outpost Comms I and IIObera performed a multiphase project supporting USCENTCOM counternarcotic initiatives under the CERDEC Strategic Services Sourcing (S3) contract. Obera designed a communications infrastructure that included base station, repeater and antenna procurement, delivery and installation for 100+ locations spanning the Tajikistan mountainous terrain. This required local national labor management and generating detailed customer acceptance reports.

These projects demonstrate Obera's ability to manage multiple local national installation teams that conducted simultaneous installations in austere OCONUS environments, coordinate travel plans, import/export procedures, inspection and acceptance reports, and end-to-end logistics.

Border Guard Services Checkpoint Facilities Construction (Ongoing)

TORP 0379Under the Counter Narcoterrorism Program Office (CNTPO) to support USCENTCOM capacity building efforts, Obera provided design/build construction services for five (5) fully furnished border checkpoint facilities at separate and austere locations. The requirement included building within local national codes, managing local laborers and adjusting specifications to accommodate terrain.

Obera provided IT equipment and delivery logistics for multiple host nation agencies in support of the Counter Narcoterrorism Program Office (CNTPO). Obera provided transportation and logistics services in country for delivery of communications equipment and installation of 170 Harris and Motorola systems. Obera performed quality assurance measures to ensure that material is capable of being installed by the user.

Independent Quality Assurance Verification and Validation Services

Tajikistan

At the request of the United States Government and Prime Contractor (CACI), Obera provided independent quality assurance verification and validation for the fabrication and commissioning of the initial phase of the Tajikistan Borders Guards’ Radio Communications Maintenance Center.

Acting as an independent third party, Obera ensured another subcontractor properly erected the Maintenance Center facility within contract specifications and applicable local code regulations, using extensive modular construction experience. Obera's representative verified that the facility was well-engineered validated that the facility was compliant with host nation and USCENTCOM requirements.

Operational Detachment Alpha (ODA) Personnel Transportation Services

Tajikistan

Obera is providing transportation support to Operational Detachment Alpha (ODA) personnel throughout a 75-kilometer radius of Dushanbe, Tajikistan. Provision of this service requires transportation of ODA personnel to local military training facilities, rural locations, and locations within the city of Dushanbe. Obera provides service 24/7/365 with strict Service Level Agreement (SLA) response times and quality of service and vehicles. Obera personnel maintain a strong knowledge of local logistics in order to execute this service.

Obera coordinated the inspection, inventory, packing for ocean shipment and export of obsolete Verizon communication and electronic equipment. Obera was responsible for overseeing environmentally compliant recycling of equipment at locations in El Salvador, Honduras and Curacao.

Backup Solar Power System Installation and Integration

Tajikistan

Taj Backup Solar PowerIn support of the CENTCOM Counter Narcoterrorism Program Office (CNTPO) mission, Obera was awarded a purchase order to design, procure, deliver and install over 150 solar systems to the Tajikistan Border Guard as an alternative power source for their communications systems. Obera provided equipment familiarization instruction to the onsite soldiers that included battery system maintenance and solar panel maintenance techniques at the conclusion on each installation.

Foreign Military Sales Communications Training

Burkina Faso

Burkina Faso FMS Communications TrainingObera provided Motorola UHF radios and associated accessories through a direct Foreign Military Sales (FMS) award with the U.S. Government. Obera’s communications subject matter experts developed all course curriculum and practical exercises for training conducted in Bobo-Dioulasso, Burkina Faso. Obera conducted a training course on CODAN NGT basic operations to include maintenance, assembly, performance checks, signal paths, fault assessments, modem specifications and overall health and safety as related to Motorola radios.

Department of State Area Studies Regional Course Coordinator

Obera was awarded a Blanket Purchase Agreement at The Department of State's National Foreign Affairs Training Center, Foreign Service Institute (FSI) to provide training and professional development to personnel of the Department of State and other governmental agencies. The objective of the courses is to provide an introduction to diplomats prior to regional posting to understand social, political, cultural, economic, religious and government policy dynamics in ther region.

Regional Interdiction Training Team (RITT) Support

Kyrgyzstan and Tajikistan

Kyrg-Taj RITT SupportObera provided logistical support for the CENTCOM Regional Interdiction Training Teams (RITT) in Dushanbe, Tajikistan and Bishkek, Kyrgyzstan. The successful delivery of these efforts was a direct result of Obera’s familiarity and knowledge of the local customs. Obera coordinated and provided full scope logistics including: lodging for the trainers and students; air transport for students; ground transportation for the students and instructors; written translation of manuals, presentations, student guides and student surveys; Russian language translators to conduct consecutive translation during class and exercises; on and off-site meals for students, translators and instructors; and cultural awareness training to the incoming training teams.

Codan TrainingObera is a provider of training on Codan Radio equipment throughout Central Asia and Africa. Obera provided new equipment, operator, and maintenance training on communications equipment for the OEM (Codan Radio) to communications host nation forces throughout Africa, Central Asia and South America. Obera provides course curriculum, written and oral translation, and logistical services. The supported locations include countries in CENTCOM, AFRICOM, SOUTHCOM and NORTHCOM AoRs.
