Richard Walton

Rich possesses more than 25 years of demonstrated experience in construction project development, execution, and quality assurance. Prior to joining Obera, Rich spent more than four years in Afghanistan with the U.S. Army Corps of Engineers and U.S. Air Force working hand-in-hand with local contractors to stand up military bases.

His experience includes the following:

  • Directed the successful implementation and management of the USACE QA program, including coordinating, supervising, and documenting construction inspection and testing services
  • Trained local Afghan workers in construction techniques and effectively communicated with Afghan subcontractors, superintendents, engineering staff, consultants, and owner’s representatives
  • Designed the Major General Greene Memorial pavilion at Kabul, Afghanistan.
  • Member of Zabul PRT (Provincial Reconstruction team) and was the last PRT person in Afghanistan.
  • Led container-based camps and multi-story dormitories construction.
  • Managed a staff of local and other-country national construction quality assurance engineers

Rich earned his Bachelor of Science in Business and Construction at the University of Oregon.
